LONDON - In 1992 a non-profit committee aiming to protect and preserve Jewish cemeteries in Europe was established. It was called the Committee for Preservation of Jewish Cemeteries in Europe (CPJCE), founded by Rabbi Elyakim Schlesinger. Fresh out the gate, it had the tacit support of the Jewish community in general.

The CPJCE did not have any official authority to preside over the management of the cemeteries, other than the fact it was ostensibly doing so in the best interests of the Jewish community. The community believed that its goals were commendable.

Today that scenario has reversed course. The CPJCE is not the committee that it once was. Its winning streak, during which it did make some symbolic efforts to protect cemeteries, changed in about 2005. In that year the Lithuanian government announced plans to construct two apartment buildings on Vilnius 500-year cemetery. The CPJCE filed a half-hearted objection to the Lithuanian plan. The CPJCE’s level of authority and degree of legitimacy was so insignificant that they were ignored by the government.

When the Lithuanian government went ahead with the construction of the two apartments, perpetrating wholesale desecration to the cemetery and uprooting skeletal remains, the CPJCE attempted to step in. It tried to regain the credibility that it had lost. It professed that it would play the role of an ombudsman, monitoring and managing the construction process in lieu of fees for which the government would be billed.

However, what the CPJCE became was a partner to the government’s ill-conceived desecration of a Jewish cemetery. Some members of the Jewish community say that their motive’s were noble, but that they unwittingly fell in a hole which had no end. 

It took condemnation by Jewish organizations, for the U.S. House of Representatives to pass a motion in 2008, condemning Lithuania for its "failure to protect the historic Jewish cemetery in Vilnius.” The respective motion was passed, no thanks to the CPJCE.

Unfortunately it was too little, too late, an attempt to close the stable door after the horse had bolted. That House of Representatives motion, the desecration which the Lithuanian government perpetrated in collaboration with the CPJCE, is still ringing in the ears of the Jewish community and those that care.

Today the CPJCE is an embarrassment to the Jewish community. They are a committee which flagrantly violates the decrees of Jewish law, the halacha as determined by Jewish sages and the rulings by Torah giants of this generation.

Members of the Jewish community who are active in protecting cemeteries around the world claim that the CPJCE has less credibility than Korach. Korach was a prominent leader in Bible times who rebelled against Moses.

Tragically and naively in 2012, the Council of Europe provided its member states with a recommendation that they work with CPJCE to protect Jewish cemeteries. This suggestion by the Council of Europe was after the 2005 apartment construction debacle, so no one really knows what happed. As far as the CPJCE was concerned, it had won the lottery.

The alternate and legitimate Jewish organization which the Counsel of Europe recommended in its resolution of 2012 that member states work with to protect Jewish cemeteries, was Agudath Israel World Organization.

The CPJCE has become the de facto address to where anti-Semitic governments turn, to secure their kosher certification. It is a way for these governments to perpetrate wholesale desecration of cemeteries and at the same time claim that they have the support of the Jewish community. When governments need a fixer for their misdeeds, the CPJCE is their port-of-call.

The story of Korach did not end well for him and his followers. He was motivated by his own personal agenda rather than trying to benefit the larger community. Tragically, the course which the CPJCE is following, is no different to that of Korach. Members of the Jewish community who are God-fearing, pray and hope that CPJCE will see the light. Others remain skeptical.

VILNIUS - It was the darling of Lithuania. “The cradle of Jewish culture,” as depicted by the Mayor of Vilnius, Mr. Remigijus Simasius at an auspicious occasion. This was an opportunity for the mayor to panhandle the importance he attached to the Jewish heritage of Vilnius.

On the surface it appears that the City of Vilnius’ Mayor Remigijus Simasius, appreciates that Jewish culture is somewhat intrinsic to the capital. Its origins date back hundred of years. It was once a thriving city of Torah scholars, Talmudic enthusiasts who walked with the words of Torah on their lips. 

Towards the beginning of the twentieth century however, driven by poverty and pogroms, many Jews sought refuge to destinations such as South Africa. Some established themselves as leaders in their fields. These included personalities such as Samuel Marks, Nobel prize winner Aron Klug, Sol Kerzner, Mendel Kaplan, Raymond Ackerman, Donald Gordon, Helen Suzman, Nadine Gordimer, Johnny Clegg, Ali Bacher, Sydney Nomis, Wilf Rosenberg, Shaun Tomson and Joel Stransky.

For many former Lithuanian’s, although tragedy, poverty and political turmoil had resulted in a relocation, they found solace in their Lithuanian ancestry. For that reason the Jewish community in South African, of which 90% trace their roots back to Lithuania, constitutes a close knit, warm and hospitable ensemble who epitomize Lithuanian Jewish culture at its best.

Surprisingly, the nostalgic memories of what was once Lithuania, have taken a turn.  At the centre of the stage, is a decision by the Lithuanian government, to construct a conference centre on the grounds of the Old Cemetery in Shnipishok, Vilnius.

The proposed construction is a clear desecration of the Jewish cemetery. An expert panel has determined that any building or use of the cemetery, outside the framework of its use as a cemetery, is illegal. An auspicious Jewish court, that of Rabbi Nissim Karelitz Z”L’s Beis Din has already ruled that construction and use of the conference centre is forbidden. The Honorable Court’s decision was also affirmed by leading halachic expert in Jewish Law, Rabbi Chaim Kanievsky. Additionally, legal experts point to the the plan’s violation of the Hague Convention and EU Charter of Human Rights.

The Shnipishok resting place for well over 50,000 Jews is over 500 years old and includes some of the luminaries of the Vilna Gaon’s family, the Chayei Adam, the Ber Hagaola and many others. See Save Vilna online which reflects on the giants of the Jewish community who are buried there.

Tragically, a dark cloud hangs over the once vibrant City of Vilnius, where Jewish lives and culture thrived. Prominent Rabbis from across the globe have rallied to intervene. An initiative spearheaded by the de facto guardian of the cemetery, Mr. Dov Fried (see, hopes to protect the cemetery and the threatening desecration.

“Is it not enough that the Nazis tried to exterminate the Jews at Auschwitz?” Yehuda Goldstein, an American whose family immigrated to the U.S. from Lithuania, asks.

Many Jews in communities from across the globe are questioning, whether Vilnius will be yet another Auschwitz. This time with a slightly different twist: anti-semitism perpetrated beyond the grave. This is Lithuania’s racist endeavor to erase the memory of prewar Jewish life.

VILNIUS - The Lithuanian government and Vilnius City Council are moving forward with their plan to construct a conference center on a 500-year old Jewish cemetery. The property accommodates between 50 to 80 thousand Jewish souls, many of whom were prominent Torah sages.

World leaders, multi denominational community heads, the White House, senators and congressmen from both sides of the house, have slammed the proposal. In an attempt to fudge the claims that desecration will be perpetrated to the Jewish cemetery, the government is promoting several misnomers.

Firstly, protagonists for the government’s plan argue that the cemetery was sold to the Russian Czarist regime about 150 years ago. This is a lie. According to Jewish law, a cemetery cannot be sold. It was purchased by the Jewish community about 500 years, under a freehold license, to be held in perpetuity. The claim is being made despite the fact that no deed of sale has ever been produced. But then of course, if the Czar wanted to confiscate or expropriate the property, seemingly that would have been within his province without the need to obtain permission from the Jewish community. The bottom line is that the cemetery accommodates tens of thousands of Jewish souls. This cemetery was designated as their final resting place. Even according to the Geneva Convention and the EU Charter of Human Rights, what the Lithuanian government is doing is a violation of the most basic principles of human rights.

The second claim by the government is that all the skeletal remains have been moved. This too is a lie. In 2005, the Lithuanian government further desecrated the cemetery by constructing two apartment buildings on the property. During this process human bones and skeletal remains were uncovered. Further, the existence of several layers of human bones which extend several meters below the surface also confirms that even where construction may have occurred on the property, skeletal remains still exist. A geological report verified that bodies lie buried across large segments of the property, also covering areas where construction has taken place.

The third claim is that the proposed construction of the conference center will not take place on the cemetery. To substantiate this assertion, the government conveniently rezoned segments of the cemetery and reproduced the map. This fraudulent attempt by the government to geographically move the cemetery, can be clarified through a cursory inspection of original maps.

The fourth falsehood is that the proposed development has the support of the Jewish community and rabbis. The Lithuanian community’s green-light is being facilitated by a one person committee who is on the government’s payroll. Pointedly, the Vilnius Jewish community is vehemently against the conference center. The other Jewish individuals behind the government’s plan have a dismal history of opposing cemetery desecration. Representations they made to the government to stop the 2005 desecration with the construction of the two apartment buildings on the cemetery, failed. They do not represent the Jewish community, nor are they authorized to make any representations on behalf of Jewish interests, to facilitate wholesale desecration. Neither do they have the authority to express an independent opinion on the matter and misrepresent it as the opinion of world Jewry and the world authorities on Jewish law who have ruled against them in this instance. Most certainly their efforts to work with the government on the construction are contrary to the sentiments of world Jewry and should be viewed as a rogue initiative which is meaningless. The opposition to their unwarranted involvement in the desecration is supported by some of the most senior Jewish authorities in the world.

The fifth misnomer is that the international conference center will bring prosperity to Lithuania. This is another misperception. Construction of the conference center on the cemetery will bring in its wake sanctions, boycotts and political isolation, as the world comes to terms with a policy of systematic anti-semitism, which is enshrined in Lithuanian governance. 

And lastly, although the government’s plan promises an improvement in the aesthetic beauty of the area, the Lithuanian government has poo-pooed proposals by Jewish activists to restore the cemetery and create attractive pathways.

Lithuanians are being lied to. The government has not been honest with the public about its plan for the conference center and the details which are misrepresented. The construction of a conference center on a cemetery, is Lithuania's racist endeavor to erase the memory of prewar Jewish life. Going ahead with the proposal will have serious consequences for Lithuania. It will not end well. 

Save Vilna is an action group spearheading an effort to stop the construction of the conference center (Vilnius Congress Centre) on a cemetery, by the Lithuanian government. VILNIUS - Recently the Turto Bankas a Lithuanian government bank and the Vilnius City Council announced that they would be building a conference center on the location of the old Jewish cemetery in Snipiskes, Vilnius, in 2022. Leaders, the White House, U.S. senators, congressman and multiple denominational spiritual leaders have rallied to condemn the plan.

On May 19, 2020 the Beverly Hills City Council in California passed a resolution condemning the anti-Semitic governance of the Lithuanian government, their failure to recognize that Lithuania collaborated with the Nazis in sending Jews to the concentration camps. European Union states, world leaders and corporations were aghast. The possibility that Lithuania had worked with Nazi Germany to systematically murder 95% of their own Jewish citizens and neighbors, was difficult to comprehend.

However, those doubts were obliterated when the Lithuanian government confirmed they were proceeding with the construction of a conference centre on the property of the old cemetery in Vilnius. It was Lithuania’s defining moment of truth, when finally it was clear that Lithuania’s systemic anti-Semitic behavior is alive and well. The rooster had come home to roost.

Lithuania is a sovereign nation that is a member of the European Union and party to NATO. However, this is a country where billions of U.S. taxpayers money are propping up a system that is morally flawed, a country which cannot reconcile or come to terms with its war crimes of the past.

Regrettably, Lithuania’s attempt to conduct wholesale desecration on a 500-year old cemetery, is merely an extension of a behavioral trend. This disgraceful destruction of a Jewish burial ground, is the government’s racist endeavor to erase the memory of prewar Jewish life. After sending Jews to the Nazi death camps, stripping them of their property and material possessions, this latest act of defilement by the government represents the last robbery of Jewish victims.

To add insult to injury, the government candy-coated its announcement by stating that it will work with a Jewish interest group to ensure that there is no desecration of the graves and that Jewish heritage will be preserved. This is a lie. No interest group has the authority to negotiate the act of desecration on a cemetery. Defiling a cemetery is not an option which is on the negotiating table. Construction of a conference center on the cemetery (irrespective of whether skeletal remains are disturbed) by definition, makes that very act "desecration". See "A Proposal: The Alternative to Cemetery Desecration."

Even when Jews were being herded like cattle to local Lithuanian killing grounds such as the Panerai mass murder and to the concentration camps, to be murdered in the gas chambers en masse, they were euphemistically told that they were being transported to a working camp, with better living conditions.

The plan for a conference center on a Jewish cemetery is Lithuania’s train to the death camps. The only difference is, this train carries passengers that are already dead.
